Dry milk is the most cost efficient form of milk for dwellers.
The key to making it easy to mix, is to shake it instead of stirring.
Think in terms of James Bond & martinis: shake, don't stir. :)
I usually add just some of the water (about a quarter to half), then the dry milk, shake vigorously, then add the rest of the water & re-shake.
That makes it more manageable. Experiment and see what works best for you.

Ideally, you should make just enough for your immediate needs (unless you have a fridge).
Somewhere I have a great Nalgene half liter wide-mouth container, but have not yet re-found it, so I bought this (definitely not as good) 1 quart drink mixer at Walmart for $1.86:

Optional:
Very soon after you've finished your single serving, add a bit of water, swish/shake it, drink it, and repeat (if desired).
This makes it easy to clean up.
If you wait, the dried up milk residue is MUCH tougher to clean thoroughly.
